The Code of Hammurabi

The code is not the first law collection in Mesopotamia, but it is the most complete and the most public. Its prologue frames the king as a shepherd charged by the gods to prevent the strong from oppressing the weak.

Its penalties are graded by social class, and its logic of proportional retaliation entered legal vocabulary permanently.
